Why dont i have my game data on my new xbox?

i got a new xbox elite, and i noticed i cant put the hard drive in, so i downloaded, and recovered my gamertag, but when i put in FFXIII and AVP i dont have ANY game data, ive got the acheivments, just no data, wtff>?+
